It would actually be really easy to implement QRT's without changing the overall structure of the fedi. Simply implement twitter's feature where posting a link to a tweet generates a preview of the tweet. When you QRT someone, you would then just post you text with a link to the post below it, and probably a ping to alert the person who made it. Literally everything else is just formatting.
I don't know how updates are sent out for telling servers to increase the number for reposting, so you might be able to even increase the repub number while making the qrt in its place???
